While there are some traffic rules that apply specifically to persons operating a bicycle, in general, cyclists must abide by the same rules of the road as motor vehicle drivers. A Memphis city ordinance specifically grants bicyclists the same rights and duties as those belonging to drivers of motor vehicles on public roadways. This includes the right to ride bicycles on city streets. Specifically, the Memphis Code of Ordinances states that the presence of bicycle lanes or paths does not necessarily prohibit a person from operating a bicycle on city roadways. The city currently has more than 200 miles of bicycle lanes, paths, and routes. However, more than 93% of bicycle crashes in the city occur on public roads with no bicycle infrastructure.

Bicycle crashes have become a common occurrence on Memphis roadways, as bicycle use has steadily risen over the past decade. From 2010 to 2016, for instance, daily bicycle use increased by over 350% which caused the number of bicycle-involved accidents increased by 38%. Since the year 2003, more than 1,000 bicycle accidents have been reported in the city of Memphis. Many of these resulted in serious, life-altering injuries, including death.

Under Tennessee law, an injured bicyclist may recover similar compensation as is available to an injured party involved in a motor vehicle crash.
